The OSHA federal standard, The Control of Hazardous Energy (Lockout/Tagout), Title 29 Code of Federal
Regulations (CFR), Part 1910.147 was designed to prevent injuries and deaths caused by accidental start-up of machinery/equipment during maintenance or servicing.
The California Code of Regulations, Subchapter 7 General Industry Safety Orders, Group 2. Safe Practices and Personal Protection, Article 7 Miscellaneous Safe Practices (Lockout/Blockout) requires that during cleaning, servicing, or adjusting operations, machinery or equipment capable of movement must be stopped and the power source de-energized or disengaged and, if necessary, the moveable parts mechanically blocked or locked out to prevent inadvertent movement. These rules apply unless the machinery or equipment must be capable of movement during the maintenance period in order for the employee to perform a specific, necessary task.
OSHA estimates that the lockout/blockout standard saves approximately 122 lives and 28,000 lost workdays each year. However, tragedies still occur because lockout/blockout procedures are not applied or are applied incorrectly.
